The development of Diversity and Inclusion
In October 2020, individuals employed by Ambulance Victoria (AV) shared stories of workplace challenges. This led to a comprehensive review into AV by the Victorian Equal Opportunity and Human Rights Commission (VEOHRC).
A report, 'Workplace Equality in Ambulance Victoria', came from this review.
The establishment of a Diversity and Inclusion department is one of the recommendations in the report.
Ambulance Victoria Action Plans
Gender Equality Action Plan 2022–2025
AV’s Gender Equality Action Plan 2022-2025 outlines the actions that AV will take over the next four years to help us accelerate meaningful, sustainable cultural change and to build a gender equal organisation, one in which females – and all employees and volunteers – feel valued and engaged, and have opportunities to fulfil their career goals.
Mental Health and Wellbeing Action Plan 2022–2025
AV’s Mental Health and Wellbeing Action Plan provides a framework for how we will continue to embed mental health and wellbeing into all we do at AV, and ensure that all AV employees, volunteers and their families have the knowledge, tools, support and services they need to manage their mental health and wellbeing.
Reconciliation Action Plan
AV’s Reflect Reconciliation Action Plan (RAP) determines our vision for reconciliation and how we will build strong, sustainable and meaningful relationships with Aboriginal and Torres Strait Islander people.
Over the 18-month life of the RAP, we will increase awareness and appreciation of culture and elevate the voices of our Aboriginal and Torres Strait Islander colleagues, patients and communities, to improve their experience and outcomes with AV.
We will action our commitments in the RAP with the support, knowledge, expertise and guidance from Aboriginal and Torres Strait Islander people from inside and outside AV.

Disability Action Plan 2024-2025
Ambulance Victoria’s first Accessibility Access Plan (AAP) 2020-2024 began the work towards a more disability-inclusive workplace and service. The AAP achieved several milestones including:
- incorporating universal design
- co-designing Best Care improvements with the community, workforce, and experts
- establishing impactful partnerships with disability, health, and emergency sectors
- strengthening internal collaboration.
The Disability Action Plan 2024-2025 introduces nine new actions to build on the AAP's momentum. These actions aim to build collective ownership of disability inclusion across the organisation. These actions will improve our response to ableism and other forms of discrimination. The new actions are shaped by:
- patients and workforce members with lived experience of disability
- the community
- partners
- contemporary research and policy.
The Disability Action Plan 2024-2025 is part of the Diversity and Inclusion Framework.
